My dear fellow exporters,

The government extended the deadline by a month for filing of July GSTR-2 returns required to claim input tax credit under the Goods and Services Tax (GST) regime, for July 30 to November 30. The earlier deadline was October 31.

Similarly the last date for filing GSTR-3 returns for July, 2017 was extended to December 11 as opposed to the November 10 deadline.

GSTR-2 or purchase returns has to be matched with GSTR-1 which is the sales return. The extension has facilitated over 30.81 lakh taxpayers for filing GSTR-2 for July.

On behalf of EEPC India, we believe that the step taken by the government would facilitate the exporters in the transition of businesses into the new indirect tax system. Exporters have also been facing continuous problems in matching invoices, while filing GSTR-2 on the GSTN portal. The extension will serve as a breather for them as well as GSTN which can further streamline the utilities on the portal.

Executive Summary

For Mexico, the priority is to diversify its market – World Bank reasserted this as well recently. Similar is the echo at most of the biggest economic platforms. The recent earthquakes in Mexico had its slowdown effect on the general economy of Mexico City and the country. However, due to the efforts of civil society and the Government the recovery process remained fast.

Arcelor Mittal recently announced a plan of investing 1 billions USD in Michoacán state over the next three years. During the first half of 2017 Areclor Mittal produced nearly $12 billion of steel in North America while shipping about $11 billion from the three-country region linked by NAFTA. External Affairs Minister of Indiahad a bilateral meeting with Mexico`s Foreign Minister Dr. Luis Videgaray Caso on the sidelines of 72nd UN General Assembly Session in New York, 19 September 2017.

On the other hand, over 100 Indian companies participated in Expo Ferretera in Guadalajara from Construction sector. Their presence was distinguishable. The Embassy participated in Annual Congress of COMCE and Annual Reunion of CONCAMIN as well. The two are biggest chambers of trade, investment and industries of Mexico.

Moldovan foreign ministry aims to extend trade and investment with Indian partners

Deputy Minister of Foreign Affairs and European Integration Lilian Darii received the Honorary Consul of the Republic of Moldova to the Republic of India, Purrshottam Bhaggeria, on 15 May 2017 and exchanged views on prospects of development of the Moldovan-Indian relations, especially in the field of socio-cultural, commercial, economic and investment ties. In this context, the Honorary Consul informed about the intention to organize a trade mission of Indian businessmen to the Republic of Moldova. Deputy Foreign Minister Darii wished him success in maximizing the potential of bilateral Moldovan-Indian cooperation and reiterated the authorities’ support for the events aiming to promote the Republic of Moldova in India.

EXPORTS (including re-exports)

In continuation with the positive growth exhibited by exports for the last twelve months, exports during August 2017 have shown growth of 10.29 % in dollar terms valued at US $ 23818.83 million as compared to US $ 21597.09 million during August, 2016.  During August 2017, Major commodity groups of export showing positive growth over the corresponding month of last year are Engineering Goods (19.53%), Petroleum Products (36.56%), Organic & Inorganic Chemicals (32.41%), Drugs & Pharmaceuticals (4.21%), and RMG of all Textiles (0.56%)

Cumulative value of exports for the period April-August 2017-18 was US $ 118574.96 million as against US $ 109215.44 million registering a positive growth of 8.57 % in Dollar terms and 4.34 % Rupee terms over the same period last year.

Non-petroleum and Non Gems & Jewellery exports in August 2017 were valued at US $ 17742.94 million against US $ 15500.73 million in August 2016, an increase of 14.47%. Non-petroleum and Non Gems and Jewellery exports during April -August 2017-18 were valued at US $ 87438.57 million as compared to US $ 79622.79 million for the corresponding period in 2016-17, an increase of 9.82%.

IMPORTS

Imports during August 2017 were valued at US $ 35462.79 million which was 21.02 % higher in Dollar terms and 15.65 % higher in Rupee terms over the level of imports valued at US $ 29303.20 million in August, 2016. Cumulative value of imports for the period April-August 2017-18 was US $ 181719.50 million as against US $ 143500.87 million registering a positive growth of 26.63 % in Dollar terms and 21.68 % in Rupee terms over the same period last year. Major commodity group of imports showing high growth in August 2017 over the corresponding month of last year are Petroleum, Crude & products (14.22%), Electronic goods (27.44%), Machinery, electrical & non-electrical (18.35%), Gold (68.90%) and Pearls, precious & Semi-precious stones (30.88%).

CRUDE OIL AND NON-OIL IMPORTS:

Oil imports during August, 2017 were valued at US $ 7754.75 million which was 14.22 % higher than oil imports valued at US $ 6789.47 million in August 2016. Oil imports during April-August, 2017-18 were valued at US $ 38777.18 million which was 18.89 % higher than the oil imports of US $ 32615.97 million in the corresponding period last year. In this connection it is mentioned that the global Brent prices ($/bbl) have increased by 11.34 % in August 2017 vis-à-vis August 2016 as per World Bank commodity price data. Non-oil imports during August, 2017 were estimated at US $ 27708.04 million which was 23.07 % higher than non-oil imports of US $ 22513.73 million in August, 2016. Non-oil imports during April-August 2017-18 were valued at US $ 142942.32 million which was 28.91% higher than the level of such imports valued at US $ 110884.90 million in April-August, 2016-17.

Investment

India has a great potential to invest in the Republic of Moldova. Indian investment currently exists mainly in IT services and Pharma especially trading in drugs. Commodity trading is also present, though at not significant levels. Moldova offers good facilities for setting up especially in ICT and manufacturing sector through its Technology and Industrial Parks. Goods manufactured in Moldova can be exported all over Europe.

Ministry of Finance, Department of Revenue, Central Board of Excise & Customs, Government of India, New Delhi has issued a Notification No. 52/2017-Customs (ADD), dated 24th October, 2017 regarding Seeks to impose anti-dumping duty on the imports of Cold-rolled Flat products of stainless steel of width greater than 1250 mm of all series not further worked than Cold rolled (cold reduced) with a thickness of up to 4mm (width tolerance of +30 mm for Mill Edged and +4mm for Trimmed Edged), excluding: (a) Grades AISI 420 high carbon, 443, 441, EN 1.4835, 1.4547, 1.4539, 1.4438, 1.4318, 1.4833 and EN 1.4509; or (b) Product supplied under Indian Patent No. 223848 in respect of goods comprising Low Nickel containing Chromium-Nickel Manganese-Copper Austenitic Stainless steel and representing Grades YU 1 and YU 4, produced and supplied by M/s Yieh United Steel Corp (Yusco) of Chinese Taipei (Taiwan)," originating in or exported from China PR, Korea, European Union, South Africa, Taiwan, Thailand, and USA.
