My dear fellow exporters,

In anothersetback at the WTO, India is probably going to lose a trade battle with the US on export subsidies. In March 2018, the US had challenged various Indian export subsidy programmes as according to WTO’s Agreement on Subsidies and Countervailing Measures (SCM), a member nation with more than USD 1,000 per capita gross national income (GNI) per annum (at the 1990 exchange rate) for three straight years, must withdraw its export subsidies. India as per WTO crossed the threshold for three straight years to 2015. In its defense, India has been arguing that it deserves an eight-year time frame to scrap its export subsidy schemes as some other nations were granted the same relaxation earlier.

However, the exporting community of India may not face the extent of hit as it seems. While India is awaiting the final report on the WTO panel on this issue, the Indian government has already started the process of cushioning the exporters against this burn by finding the replacement of existing export subsidy programmesthat are apparently WTO-incompatible. Earlier this month, the announcement came from the government to replace the MEIS, the biggest of these schemes, with aRs 50,000-crore Remission of Duties and Taxes on Export Product (RoDTEP) while the revenue forgone under the MEIS is around Rs. 40,000-45,000 crore year. Some other programmes in this connection will be appropriately restructured. EEPC India wholeheartedly thank the government for this and believe that the government will left no stone unturned to provide all possible support to its exporters.

Amidst India’s faltering merchandise export growth and prolonged contraction in export credit growth, exporters have at least seen some silver lining as both the domestic government and the monetary regulatory authority RBI have been in consultation to ease priority sector lending norms for exports in order to ensure higher flow of credit towards export sector, according to news source. The Commerce and Industry minister has very recently held a meeting with senior public-sector bankers to push for easier and higher flow of credit disbursalfor exporters at cheaper rates. The government is expected to announce a slew of measures to boost export growth very soon while the RBI is also likely to change credit norms in favour of the exporters.

 

The measures to reinvigorate export credit has been the demand of the exporters as many MSME exporters have already been forced to go out of business due to excessive financial crunch and many are facing the same threat. To ensure availability of hassle-free credit to small exporters is a priority for the commerce minister.According to the latest RBI data, export credit of scheduled banks shrank as much as 36.1% year-on-year as of June 21, even on a low base of 42.7% contraction a year earlier.

 

The interest subvention provided to the exporters to the extent of three to five percent on bank credit has to make way for suitable alternative as WTO has raised objection to this kind of schemes on the ground of non-compliance. An alternative mechanism to facilitate export credit is desperately required. EEPC India has already suggested refund of embedded taxes for the exporters.

 

EEPC India, as a premiere trade and investment promotion body under the Ministry of Commerce and Industry, wholeheartedly thank the government for its initiative to revive exports from India.

OVERSEAS MARKET INFORMATION

Australia

During Jan-Jul 2019, Australia exported merchandise goods to India worth USD 6.201 billion, while importing goods worth USD 1.780 billion from India. The total merchandise trade between India and Australia was decreased from USD 9.6 b to USD 8 b between Jan-Jul 2018 and Jan-Jul 2019, with a decrease of 12.1 %. Indian merchandise exports to Australia for the period witnessed a decrease of 25 % compared to the same period in 2018. During Jan-Jul 2019 Australia’s export to India declined by 14 %.

During the reporting period, the top 10 commodities of export from India to Australia included Railway vehicles, Medicaments, Pearls & precious stones, made up articles of textile materials, jewellery, refined petroleum oils, floor coverings, articles of apparels & textile fabrics, manufactures of base metal and women or girls clothings.

[During Jan-Jul 2018, India exported refined petroleum worth of A$ 800 million, whereas during the same period in 2019, India exported refined petroleum to Australia worth of A$ 76.9 million only. This pulled the overall trade figure down when compared to the corresponding period last year. It is reported that total Indian exports of refined petroleum declined by 90 % during the first six months of 2019. Decrease in petroleum exports to Australia took a toll in the overall figures of bilateral trade. It may be mentioned that total imports of refined petroleum by Australia during the reporting period was decreased by 6.3 %.

According to available reports India’s exports of petroleum products is expected to touch 8 year-low due to reasons including rise in domestic demand of petroleum products as well as maintenance led shutdown of many refineries. In a year-on-year comparison in June 2019, the total exports of petroleum products dipped by more than 30 %. It is understood that refineries including Reliance, BPCL, HPCL and IOC have planned maintenance in 2019 and the refinery upgradation will be required as India plans to shift to Bharat-VI standards fuel in April 2020 coupled with upgradation required to meet the International IMO 2020 bunker fuel specifications. It may be noted that In 2017–18 Australia sourced refined petroleum products from more than 50 countries. Given the developments in India, Australia could have sourced from its other sourcing countries].

Made in India railway vehicles featured as top export item from India to Australia during Jan-Jul 2019. More than US$ 177 million worth of Indian made railway vehicles were exported. It may be mentioned that New South Wales Government ordered 22 driverless metro trains of 6 coaches each built by Alstom in Sri City in India. The metro coaches, built for the Australian government, was the first of its kind India has ever exported. The new train is capable of being operated automatically through the Automatic Train Protection and Automatic Train Operation (ATP/ATO) modes with the help of Alstom’s Urbalis 400 communications-based train control (CBTC) signalling solution.

Export of ‘Coal’ from Australia to India was the main contributor for the volume of bilateral trade between the countries during the reporting period, with a value of USD 4.714 billion, amounting to 59 % of total bilateral trade in value terms.

India plans to propose the imposition of "safeguard tax" on imports to better protect domestic industries as part of the long-awaited Regional Comprehensive Economic Partnership (RCEP), which is supposed to reduce trade barriers. A government source cited a news report in India that says New Delhi wants the 16 RCEP members to adopt the proposal which will allow its members to impose tariffs on products likely to be imported to a country "without a need to run a check on possible damage" caused by relaxed international trade rules.
