According to the news source, The Ministry of Commerce and Industry, Government of India has circulated a Cabinet note to phase out the Merchandise Exports from India Scheme (MEIS), initiated in Foreign Trade Policy 2015-20, and has proposed to replace it by a new export incentive scheme called The Rebate of State and Central Taxes and Levies (RoSCTL) scheme, which is at present in place on the exports of Garments and made-ups only.

The proposed RoSCTL scheme will provide reimbursement of duties to the exporters on export inputs and indirect taxes through freely transferable scrips. Reportedly, the duty drawback panel under the finance ministry, but with inter-ministerial representation will fix the rate of scrips for various products while the revenue foregone will be monitored by the Department of Revenue under the ministry. The said scheme will be extended to all exports in a phased manner. 

This decision of the government is a move to make India’s foreign trade policy compliant with the norms of World Trade organization (WTO) under the Agreement on Subsidies and Countervailing Measures (ASCM). USA brought the allegation before the WTO of violating ASCM against India in five of its most prominent export promotion schemes including MEIS providing subsidies to exporters. According to the rules framed by WTO, a country is not allowed to offer subsidies to its exporters once it’s per capital Gross National Income (GNI) crosses USD 1,000 mark for three successive years at 1990 exchange rate of US Dollar. For India, 2015 was the third successive year.

Potential products of Imports from India

Automobile and auto components : Egypt is strategically located close to many developing countries with open markets for car imports. The Egyptian automotive Market Volume in 2018 reached 19,804 vehicles (15088 are passenger cars, 1586 buses and 3130 trucks) compared to 14,673 vehicles in 2017 (with increase of 35.6 %).

All auto majors like GM, Toyota, BMW, and Hyundai have presence in Egypt. Our exports of automobiles during 2018-19 were USD 136.2 million and auto components were USD 77.5 million in the same period (Total 213.4 Million USD).

Following the implementation of zero tariffs for automobile imports from EU to Egypt early this year, as per provisions of Egyptian – European Partnership Agreement, there were some concerns among local auto component manufacturers on likely adverse impact on them.

However, the Egyptian Government has recently come up with customs incentive scheme to protect local manufacturing while at the same time keeping the doors open for imports.

Bajaj has a partnership with Ghabbour of Egypt for CKD assembly of two and three wheelers for Egyptian markets. TVS and Mahindra also have presence in the market.

Project exports in railways, construction, renewable energy, infrastructure etc. (Railway Items : 86) (Electrical Machinery : 85) : Egypt has announced various mega projects which have created opportunities for the project exports by the Indian companies. Some of the major projects are: Suez Canal Economic Zone, High Speed Trains and new Metro lines, Housing units’ project, 1.5 million feddan (acre) land reclamation project, Renewable Energy projects and new Administrative Capital.

The main imports of Malawi from India are pharmaceuticals. Malawi as of 2018 imported 60.9% of its pharmaceuticals from India compared to the previous year’s 61%. The scope for more market share of the pharmaceuticals is still there in Malawi. The other products include printed books, articles of iron and steel, plastic and articles thereof and electrical machinery. Below is the list of top 10 imports from India to Malawi in 2018.

MOC suggests Thailand to rush export after American prohibts GSP India

Director-general of Department of Foreign Trade reveals that the department has been following the situation which U.S. scrapped trade privileges under the Generalized System of Preferences (GSP) for India on 5th June 2019. He says that this will be good opportunities for Thailand’s export for stone product, handbag and other due to India have to pay more 0.1-54.6 percent tariff than usual.

Potential products of exports for India

Pharmaceutical products : Venezuelan pharmaceutical industry is severely affected by the lack of private investment and relies heavily on the imports for drugs and pharmaceuticals. India is one of the leading manufacturers and exporters of pharmaceuticals in the world and enjoys acceptance in the Venezuelan market due to its quality and competitive prices.

Auto-parts : India is one of the top manufacturers of auto-parts in the world. Venezuela is in dire need of auto-parts for all kinds of vehicles.

Oil and gas machinery and spare parts : Venezuela needs oil and gas industry machinery and spare parts to reactivate their oil industry. The Venezuelan oil industry uses machinery and parts which are US standards compliant, and India manufactures such items compliant with US standards at lower rates.

Textiles : Venezuelan textile industry needs raw materials for its production. Indian fabrics are highly appreciated by the Venezuelan textile industry. Some companies are reportedly importing fabrics from India to make uniforms for police and civil servants in the country. Further, Indian dresses are also liked in Venezuela.
