My dear fellow exporters,

The global trade is heading into a boom , as we usher in 2018 which promises to be full of opportunities and growth for the Indian exporters, making it imperative to add competitive pricing and technological strength to our exports.

Let me, at the outset, wish all the readers and members a very Happy New Year and a prosperous and healthy 2018! It is indeed an honour for me to take over as the 27th Chairman of EEPC India, following of my illustrious predecessors. We are all aware of the immense opportunities as well as the challenges that the engineering industry and the exporting community faces and we look forward to do our best to take Indian engineering industry to greater heights of glory.

In 2017, roll-out of GST was an historic initiative by the present Government to rationalize the existing taxation system in the Indian Economy by merging several central and state taxes. Unfortunately the exporting community is having a very tough time with delays in processing tax refunds locking up the funds of exporters, hurting their businesses and affecting their ability to be competitive in international markets. We are, however, optimistic that the growth in engineering exports would be maintained in 2018.

I wish to make the best of my years given to me at the helm of EEPC India and I seek your support with your comments and suggestions as you given to my predecessors.

Trade Promotion activities of the Mission

The Embassy partnered in a Startup promotional event on December 13 organized by Future Startup Hero in collaboration with INNOVATE Peru (Startup Promotional organization of Ministry of Production). As a build up to the event, a completion was organized at Catolica University on Startup ideas to increase India-Peru bilateral trade where the business web portal Negociomundo (opened and operated by an Indian) was declared the winner. Mr. Arup Saha, Commercial Representative spoke on the policy initiates undertaken by the Government of India in creating an ecosystem of entrepreneurship in India and how the prospective trade agreement could witness a surge in investment in startups in both countries.

Tunisian Government provides many incentives to promote foreign investment in Tunisia.  About 3353 foreign companies operate in Tunisia in diverse sectors. The Government has primarily encouraged export-oriented FDI in key industrial sectors, such as call centers, electronics, aerospace and aeronautics, automotive parts, and textile/apparel manufacturing. Foreign participation is allowed in the privatization program of state-owned or state-controlled enterprises. This has attracted a significant share of Tunisia’s FDI in recent years. The privatization programme has taken place mainly in telecommunications, banking, insurance, manufacturing, and fuel distribution. The foreign investment in Tunisia during 2016 was worth US$ 0.901 billion. Tunisia has also submitted 10 partnership projects to India including El Kef phosphate mining in October 2017.

As per Foreign Investment Promotion Agency (FIPA), the flow of foreign investment reached 717.5 million USD at the end of November 2017, that is up by 11.7%, compared to the same period in 2016. This flow includes USD 675.104 (+ 8.4%) as FDI and USD 43.4020 (+ 114.6%) as portfolio investments.

Status of ongoing major investments by Indian PSU’s / Pvt. Sector in Tunisia and proposed Indian investments in Tunisia

India Tunisia Joint Venture:  US$450 million was launched in 2006 in Tunisia for manufacturing Phosphoric Acid. Its production started in 2013. Two Indian companies Coromandel Fertilizers Ltd and the Gujarat State Fertilizers Ltd have 30% shares in the project.

A four-member composite delegation of Gujarat State Fertilizers and Coromandel International visited Tunisia from 28-30 November to attend the board meeting of India-Tunisia joint venture TIFERT. Mission organized their meetings with Secretary of State (MoS) for Foreign Affairs and Minister of Energy & Mines. The Indian side proposed to the Tunisian side that the TIFERT plant and surrounding areas should be declared as sensitive and vital so as to shield the production site from protests and sit-ins; relocate the TIFERT head office from Tunis to the production site at Skhira for better oversight of the plant; production-linked wages and incentives to TIFERT employees; co-management by deploying a senior management team by the Indian side; succession planning for appointment of Chief Finance officer, who is due to retire next year; long-pending identification and finalization of TIFERT employees for training at GSFC under ITEC programme.

Other Projects: Indian companies M/s KEC International Ltd and Jyoti Structures Ltd have a presence in Tunisia for erection of electric transmission lines. An assembly plant of Mahindra pickup trucks is established in Tunisia with a target to produce up to 2500 trucks per year. Indian Auto Company, Mahindra and Mahindra, provides the vehicles as knocked-down kits, to be assembled by the Tunisian company, with full technical support from the Indian company.  Mahindra has further diversified its product portfolio by introducing SUV class vehicles.  M/s TATA Motors commenced assembly of pick-up trucks with Tunisian companies ‘Le Moteur’ and ‘Icar’ in June 2015. TATA’s flagship Tunisian model Tata Xenon has been very popular as   2000 vehicles have been sold in short span of 2 years.  In next few months, TATA is exploring the possibility to introduce small commercial and vehicle heavy vehicle.
