My dear fellow exporters,

Despite a sturdy performance of Indian engineering exports for the last one year or so among stable macroeconomic situation, appreciation of rupee has been denting exports. Overall merchandise exports declined in rupee terms for the second month in a row despite showing an increase in dollar terms. Engineering exports escaped the decline in rupee terms as growth in engineering exports outshined the appreciation of rupee. Still, the concern on rupee-dollar trade remains for the exporters.

Meanwhile concern for small exporters has eased regarding furnishing the bank guarantee. Small exporters who has been facing problems in securing exemption from paying Integrated Goods & Services Tax (IGST) on their shipments due to discretionary power exercised by the Customs officials to decide which exporter needs to furnish bank guarantees in the absence of detailed guidelines on the matter, may now experience a sigh of relief.

Circular No. 4/4/2017 dated 7th July, 2017 provides that bank guarantee should normally not exceed 15% of the bond amount. However, the Commissioner may waive off the requirement to furnish bank guarantee taking into account the facts and circumstances of each case. It is expected that this provision would be implemented liberally. For instance, an exporter registered with a recognized Export Promotion Council like EEPC can now be allowed to submit bond without bank guarantee on submission of a self-attested copy of the proof of registration with a recognized Export Promotion Council. A real good reason for our member exporters to smile.
