My dear fellow exporters,

The latest release of India’s foreign trade data for the month of November 2019 probably came with a sigh of relief for the Indian exporting community as the decline in overall merchandise exports moderated to a marginal 0.34 percent from over 6.5 percent a couple of months ago and trade deficit continued to decline sizably. Engineering exports exhibited an even better performance by registeringyear-on-year growth for the second month in a row. The growth of engineering exports in November 2019 looked quite impressive at 6.30 percent as against 1.70 percent in the previous month, but a favourable base effect behind such a high growth diluted the hope of any definite trend-reversal.

Meanwhile, the uncertainty on global trade continued which was further fueled by the apprehension of a broader global economic slowdown. WTO also continued to slash its outlook on global trade growth significantly to 1.2 percent from its earlier estimate of 2.6 percent. In addition, India suffered a huge setback at the WTO in a dispute against the US that had challenged its key export subsidy schemes including MEIS. Although, the government is in the process of finalizing Remission of Duties or Taxes on Export Product (RoDTEP) as a replacement of MEIS, the future of both schemes are now in question. Exporters are therefore expected to take a cautious approach at least for the next few months.

Amidst India’s faltering merchandise export growth and prolonged contraction in export credit growth, exporters have at least seen some silver lining as both the domestic government and the monetary regulatory authority RBI have been in consultation to ease priority sector lending norms for exports in order to ensure higher flow of credit towards export sector, according to news source. The Commerce and Industry minister has very recently held a meeting with senior public-sector bankers to push for easier and higher flow of credit disbursalfor exporters at cheaper rates. The government is expected to announce a slew of measures to boost export growth very soon while the RBI is also likely to change credit norms in favour of the exporters.

 

The measures to reinvigorate export credit has been the demand of the exporters as many MSME exporters have already been forced to go out of business due to excessive financial crunch and many are facing the same threat. To ensure availability of hassle-free credit to small exporters is a priority for the commerce minister.According to the latest RBI data, export credit of scheduled banks shrank as much as 36.1% year-on-year as of June 21, even on a low base of 42.7% contraction a year earlier.

 

The interest subvention provided to the exporters to the extent of three to five percent on bank credit has to make way for suitable alternative as WTO has raised objection to this kind of schemes on the ground of non-compliance. An alternative mechanism to facilitate export credit is desperately required. EEPC India has already suggested refund of embedded taxes for the exporters.

 

EEPC India, as a premiere trade and investment promotion body under the Ministry of Commerce and Industry, wholeheartedly thank the government for its initiative to revive exports from India.

Potential products of exports for India

Pharmaceutical products - Venezuelan pharmaceutical industry is severely affected by the lack of private investment and relies heavily on the imports for drugs and pharmaceuticals. India is one of the leading manufacturers and exporters of pharmaceuticals in the world and enjoys acceptance in the Venezuelan market due to its quality and competitive prices.

Auto parts - India is one of the top manufacturers of auto-parts in the world. Venezuela is in dire need of auto-parts for all kinds of vehicles.

Oil and gas machinery and spare parts - Venezuela needs oil and gas industry machinery and spare parts to reactivate their oil industry. The Venezuelan oil industry uses machinery and parts which are US standards compliant, and India manufactures such items compliant with US standards at lower rates.

Electric Steel - Venezuelan power generation industry requires an approximate of 5,326 metric tons of two grades of electric steel to be used in the recovery of 20,000 transformers in 2020.

India – Venezuela relations :

Venezuela`s PDVSA brings in Indian firm to help revive crude output and repair refineries: According to media reports, PDVSA signed a five-year deal earlier this year with Indian company Flash Forge Private Limited (F-F) to help restore crude oil output and repair refineries in Venezuela. Under the deal, F-F is to provide "strategic materials, equipments, inputs and spare parts to increase production in the fields operated by PDVSA in the Orinoco Belt, East and West in Venezuela." F-F also has responsibility for "the restoration of gas compression plants, water and gas-injection plants, as well as extra-heavy crude treatment processes, well reconditioning and reconnection, steam generation and electric power generation processes," according to the document. In refining, PDVSA aims to "recover the installed capacity of refineries through the supply of equipment, materials and technical assistance." Venezuela`s total installed refining capacity is 1.28 million bpd, but according to previous reports the country`s two largest refineries have been operating at below 20% this year.
