My dear fellow exporters,

After a series of cheering news for the exporting community of India, the apprehension of a jerk suddenly wane off the sanguinity. According to a report published in The Telegraph on 7th Feb 2019, the union government, in response of a demand from the top domestic steel makers, is considering re-imposition of a Minimum Import Price (MIP) for selected steel items apart from stricter quality control for all steel import. Such considerations, if comes into force will be highly damaging not only for the steel sector but for the entire value chain of engineering activities of the economy.

Steel imports are already under various measures of protection such as Antidumping and Safeguard duties that already kept domestic steel prices higher by 20% on an average than the global steel prices. As a consequence, steel exports have also fallen in this fiscal by 14.3% year-on-year as per the data available till April - December 2018-19.  The impact of further restrictive measures would escalate the domestic steel prices and lead to further slowdown in the steel export while having an adverse impact on downstream production and their exports, such as Automobiles. Exports of Automobiles have dropped by 15.6% in December 2018 over December 2017 and apart from higher steel prices, one of the major factors behind this fall has been the curbs imposed on importing specialized steel as consequence of the strict quality control orders.  The Automobile Sector has been repeatedly stating that the domestic steel manufacturers are unable to give quality steel not only in terms of the quality but also the price.

EEPC India would therefore like to strongly urge the Government to not impose any further curbs on steel import as it would only distort the domestic market prices further and make engineering value added highly uncompetitive. I have already written to the Honourable Commerce Secretary, Ministry of Commerce & Industry, Government of India expressing our view with all hope that the government will address our concern in due course.

Details of significant trends :

Peruvian exports to India have increased by almost 30% comparing it to the same period last year, and it reached 2 billion dollars in October. Last year total export amount was 1.954 Billion (January-December’17). Gold shipments to India have increased 69.1% comparing it to last year. The shipments of gold to the world in this period have only increased by 1.09%. Peru´s exports of copper to India is showing a steady decline, this time by 60.15%. Exports to the world of this item show a growth of 10.9%.

Regarding the imports from India, only 2 of the top 5 items have competitors, polypropylene and Other vehicles of D<1000cm3 but <=1500 cm3 alternative piston engine. This last item shows a

decrease of -31.35% comparing it to last year. Peru Imports from the world of B5 Diesel have increased for the ninth consecutive month, this time by 115.46% and a amount of U$ 533.149 million.

Indian investment in Tunisia (company wise and sector wise), and performance of existing Indian Subsidiaries/Joint Ventures/Collaborations, if any, in Tunisia and Status of ongoing major investments by Indian PSU’s/Pvt. Sector in Tunisia and proposed Indian investments in Tunisia

India Tunisia Joint Venture TIFERT worth US$450 million was launched in 2006 in Tunisia for manufacturing Phosphoric Acid. Its production started in 2013. Two Indian companies Coromandel Fertilizers Ltd and the Gujarat State Fertilizers Ltd (GSFC) have 30% shares in the project. To improve production, Tunisian Government is taking several measures to remove hurdles in the smooth running of the plant and supply of rock phosphate to the plant.

The Annual General Meeting and Quarterly Board Meeting of India-Tunisia Fertiliser JV, TIFERT was held in Tunis on 18-19 December. The plant has resumed its operation earlier this month after a forced maintenance-shutdown for the first time since its inception in 2013.  Both GSFC and Coromandel International representatives participated in the meetings. GSFC had also discussions on Tunisian assistance for their proposed Phosphoric Acid plant in Gujarat.

Analysis of Investment opportunities in Tunisia

Tunisian Government provides many incentives to promote foreign investment in Tunisia.  About 3353 foreign companies operate in Tunisia in diverse sectors. The Government has primarily encouraged export-oriented FDI in key industrial sectors, such as call centers, electronics, aerospace and aeronautics, automotive parts, and textile/apparel manufacturing. Foreign participation is allowed in the privatization program of state-owned or state-controlled enterprises. This has attracted a significant share of Tunisia’s FDI in recent years. The privatization programme has taken place mainly in telecommunications, banking, insurance, manufacturing, and fuel distribution.

The total foreign investment in Tunisia during 2018 was recorded US$ 983.5 m.
