My dear fellow exporters,

According to the latest announcement of CBEC, exports can continue under existing bonds and letters of undertaking till July 31. Exporters can now submit bonds or LUTs in the revised format for GST by the end of the month.

Under rule 96A of Central GST, exporters have to furnish a bond or LUT in Form GST RFD-11 instead of payment of integrated GST to release their consignments. The CBEC has clarified that exporters can submit a running bond instead of a consignment-wise bond, which would cover the amount of tax involved in the export as estimated by the exporter.

The CBEC has also said that the LUT will be valid for a period of 12 months. The CBEC has notified persons who are eligible to submit an LUT instead of a bond. These are status holders under the Foreign Trade Policy 2015-2020 or those who have received foreign inward remittances of over Rs.1 crore in the preceding year. Exporters can also submit the bond or LUT to the jurisdictional Deputy or Assistant Commissioner having jurisdiction over the principal place of business of the exporter.

The other option of payment of IGST (which is levied on exports and is refundable later) would have created cash flow problems. This announcement of CBEC is definitely a significant relief for the exporting community.

News analysis related to Trade

Opportunities and dangers that Peru face in negotiating an FTA with India (El Comercio : 30/06/2017)- In August, the first round of negotiations will be held in New Delhi for the free trade agreement between Peru and India, the first that the Asian giant signs with a Latin American economy. If India seeks to re-export to markets like the United States, it would have to comply with the rules of origin of the agreements already signed by our country. If this is the case, it is possible that India will invest or take advantage of Peru`s manufacturing capacity to move towards new destinations. However, such a strategy may not be as favorable as it would have a lower economic impact on Peru`s industrial development. However, Jessica Luna, General Manager of Cómex-Perú, who is confident that the negotiation will result in a reduction or elimination of tariffs, which in the case of coffee and grapes - main non-traditional export products of Peru – are 56.3% and 30.8%, respectively. Luna also bets that tariffs will be lowered for gold and copper, which today enter India with 7.6% of tariff.

PERU TRADE WITH INDIA IN THE FIRST MONTHS OF 2017

Peru´s total exports to India in the first quarter of 2017 amounted to US$ 316.54 million, showing a handsome increase of 76.96% over the same period last year. Metals such as gold and cooper sums up to US $248.728 million in the first quarter of Peru´s export to Indian in 2017. Gold represented a constant and increasing value compared to cooper, which in January and February shows an export value of zero. As for agricultural products, grapes and cocoa showed minimum export values. However, compared to the same period last year they represent a growth of 100%. Total March exports have increased by 31.35% compared to January.

As regards imports, Peru imported a total of total value of US$ 171.02 million from India in the first quarter showing a decline of 9.23% over the same period last year. The automobile sector which includes automobiles and transport vehicles sums up a total of US $31.59 million. In the textile sector, cotton yarn and polyester sums up the total import amount of US $16,28 million. These items have a similar amount which is a healthy trade indicator. Total March imports have declined 3.067% compared to January.
