My dear fellow exporters,

CBEC has introduced the system of self-sealing of Containers with RFID e-Seals to enhance the ease of doing business. Under this provision the exporters are required to purchase e-seal from nominated vendors for self- sealing at their premises. The earlier provision of sealing of container under the supervision of Central Excise authorities will now be replaced with e-sealing procedure which will start from 1st November, 2017 as per CBEC Circular No. 37/2017- Cus. dated 20.09.2017.

Accordingly the customs authorities are allowing only e-sealed containers to enter into the ports and rest of the containers to be brought to CFS for examination, stuffing and sealing. This is a serious concern for the exporting community and some of our members have complained in this regard. 

On behalf of EEPC India, we have requested the Government that permission for self-sealing should be deemed as provisionally granted from the date of application of the exporter. This provisional permission should be valid till the time final permission is granted/rejected. This will ensure that export movement does not suffer due to the time needed to process the permission.

France

Trade – In Jan-Aug 2017, India France bilateral trade stood at € 7.51 billion (+21.32%) as compared to the corresponding period the previous year. India’s exports to France increased by 12.86% during this period with a rise in exports of following top 10 category products: mineral fuels & oils (75.1%); nuclear reactors, boilers, machinery and mechanical appliances (7.39%); automobiles and parts (58.19%); electrical machinery (12.12%), footwear (2.92%), articles of leather (2.73%). However there was a drop in exports of gems and jewellery (-8.53%). knitted or crocheted articles of apparel & clothing accessories (-1.24%) & non knitted or crocheted articles of apparel & clothing accessories (-0.75%) & organic chemicals (-1.24%).

Meanwhile, French exports to India increased by 33.2% during the same period: Exports of following top 10 ranked products increased: aircraft & spacecraft (130.55%); nuclear reactors, boilers, machinery & mechanical appliances (56.69%); miscellaneous chemical products (20.91%); electrical machinery & equipment (9.06%); plastics and articles thereof (8.98%); & pharmaceutical products (2.88%). However, exports of optical, photographic, cinematographic, measuring, checking, precision, medical or surgical instruments and apparatus & parts thereof fell by 24.86%, organic chemicals by 13.12% & those of iron & steel by -9.9% and articles of iron & steel by -41.04%.

Investment – According to statistics released by Business France, “There are over 150 Indian companies operating in France, where they employ more than 7,000 people. Eleven new investments from India were recorded in 2016, creating or maintaining 171 jobs. Indian investments in France in 2016 were often in high value-added activities, particularly R&D and engineering (36%), decision-making centres (27%), including a European headquarters, and business services (18%). Investments came in a variety of sectors, including software and IT services (18%), energy and recycling (18%), aerospace, naval and railway equipment (18%), and textiles and clothing (18%) sectors. Indian companies invested primarily in the Auvergne-Rhône-Alpes (27%), Ile de France (Paris region) (27%) and BourgogneFranche-Comté (18%) regions. Selected investment projects in 2016 were from:

Royal Enfield [in 2016 this Indian firm announced that it would be establishing its pan-European headquarters in Paris (Ile de France region), with the opening of a concept store in Levallois-Perret]. Guesswork [a winner in French Tech Ticket, season 1, this Indian start-up markets a mobile app that helps small online retailers connect with customers. Guesswork won a one-year residency for 2016 in the Startup42 business incubator in the Parisian suburb of Kremlin-Bicêtre (Ile de France region)]. Etosha: [this specialist in flavours, fragrances and essential oils for agri-food, personal care (deodorants, perfumes and soaps) and homecare (detergents) recently established a French subsidiary in Grasse (ProvenceAlpes-Côte d’Azur region) that will create 10 jobs over the next three years]. Dymond Cleantech: [a winner in French Tech Ticket, season 1, this Indian start-up has developed an electrochemical water purification technology based on diamond electrodes. In 2016, it was resident in the La Paillasse business incubator in Paris (Ile de France region), where it had co-working space and access to coaching sessions].

Peru ranks LatAm`s second most attractive country for business (Andina : 27/10/2017) - Peru is perceived as the second most attractive country to do business in Latin America, revealed a recent survey by Ipsos Public Affairs. Conducted among 367 opinion leaders in 14 Latin American countries, the study affirms 36% of respondents look upon Peru as the second-most attractive nation in the region for closing deals. In this sense, Peru is only surpassed by Chile (55%). The survey also indicates Colombia (35%), Mexico (33%) and Brazil (26%) are attractive nations for this purpose. Other categories - The results also show Brazil (49%) is the most attractive country in terms of tourism, followed by Mexico (40%), Argentina (39%) and Peru (35%). On the other hand, Peru ranks fifth (19%) on the list of most attractive countries to live in.
